The first craft launched into orbit to begin establishing a low-orbital communications network that would allow craft in LKO to remain in contact with Mission Control at all times. An error during launch also allowed this craft to set a distance record that was not broken until the first satellite was sent to Mun!
Every now and then Mission Control needs to tweak the orbits of all or at least two LKO ComSats to account for drift in the craft orbit moving them out of optimal position to remain in constant connection with each other.
